Purpose. The peculiarities of implementation of social partnership in the public service, the possibility of unions of employees in the General meetings serve as the collective subject of social partnership. Methods. The study is based on the comparison of the norms of legislation on workers '' representatives, analysis of examples of legislative design. Results and practical significance. The author makes a conclusion about the meaning of the General meeting of employees in the implementation of social partnership in the public service. Strengthening the powers, details of legal status in the law the General meeting will have an impact on the development of democratic principles applied in respect of public servants. This collective subject is considered by the author as the most appropriate form of participation of state and municipal employees in social partnership. Scientific novelty. Along with well-known subjects of labor relations, the author highlights the alternate representative in social partnership such as the General meeting of employees. It is hoped that this representative body is the most adapted for state and municipal employees, which has not formed a trade Union organization.
