Введение. Приоритет развития внутреннего и въездного туризма определяется положениями обновленной Национальной программы «Туризм и гостеприимство», в связи с чем перед региональными структурами исполнительной власти поставлена задача увеличения туристских потоков. Одной из тенденций развития турпотока в настоящее время выступает культурное освоение территорий бывших промышленных объектов. В результате возросшего интереса к промышленному туризму в регионах промышленные территории небольших городов серьезно рассматриваются в качестве объектов туристской инфраструктуры. В исследовании выявлены ключевые факторы, влияющие на развитие въездного и внутреннего туристских потоков в промышленных районах. Материалы и методы. Аналитические выводы основаны на изучении теоретических материалов, касающихся роли промышленных территорий в стратегиях развития муниципалитетов, а также в региональном развитии внутреннего и въездного туризма. В работе применялись методы исследования научной литературы, изучение периодических изданий, анализ действующих законодательных и нормативно-правовых актов в сфере туризма, а также информация официальных информационных порталов муниципалитетов Свердловской области. В ходе исследования использовались методы систематизации, обработки и анализа данных о внутреннем и въездном туризме на территории Российской Федерации. Результаты. На основе научных публикаций определено значение внутреннего и въездного туризма для развития территории, изучено понятие промышленной (индустриальной) территории, выявлены особенности туризма в туристических центрах и на промышленных территориях, а также проблемы, препятствующие развитию туризма, и возможности создания мультипликативного эффекта внутреннего и въездного туризма на развитие региона. В результате выделен комплекс факторов развития туризма на промышленных территориях, объединенный в основные группы: экономические, социальные, культурные, экологические и инфраструктурные, каждая из которых обеспечивает свой вклад в развитие внутреннего и въездного туризма на промышленных территориях, также приводятся направления и формы ревитализации промышленных территорий. Для подтверждения влияния выделенных элементов приведены примеры их реализации на территории Свердловской области и города Екатеринбурга. Обсуждение. Исследование сосредоточено на изучении въездных туристических поездок в отношении территории промышленных территорий, не исключая интереса местного населения к их использованию в общественных объектах. Промышленные зоны становятся все более важными для развития внутреннего и въездного туризма, предоставляя уникальные возможности для изучения истории, культуры и технологий современной России. Процессы преобразования промышленных территорий в туристические и культурные объекты могут дополнять друг друга и требуют участия различных заинтересованных сторон: местных властей, бизнеса, общественных организаций и самих жителей. Аналитические выводы могут служить основой для разработки стратегий и рекомендаций по эффективному развитию туристической инфраструктуры в промышленных регионах страны.
Introduction. The priority of the development of domestic and inbound tourism is determined by the provisions of the updated National Program «Tourism and Hospitality», in connection with which the regional executive authorities have been assigned with increasing tourist flows. One of the trends in the development of the tourist flow is currently the cultural development of the territories of former industrial facilities. As a result of the increased interest in industrial tourism in the regions, the industrial territories of small towns are seriously considered as objects of tourist infrastructure. The study identified key factors influencing the development of inbound and domestic tourist flows in industrial areas. Materials and methods. The analytical conclusions are based on the study of theoretical materials concerning the role of industrial territories in the development strategies of municipalities, as well as in the regional development of domestic and inbound tourism. The research methods of scientific literature, the study of periodicals, the analysis of current legislative and regulatory acts in the field of tourism, as well as information from the official information portals of the municipalities of the Sverdlovsk region have been used in the work. The research used methods of systematization, processing and analysis of data on domestic and inbound tourism in the Russian Federation. Results. Based on the scientific publications, the importance of domestic and inbound tourism for the development of the territory has been determined, the concept of an industrial (industrial) territory has been studied, the features of tourism in tourist centers and industrial territories have been identified, as well as the problems preventing the development of tourism and the possibilities of creating a multiplier effect of domestic and inbound tourism on the development of the region have been examined. As a result, a set of factors for the development of tourism in industrial territories has been identified, combined into main groups: economic, social, cultural, environmental and infrastructural factors, each of providing its contribution to the development of domestic and inbound tourism in industrial territories, as well as directions and forms of revitalization of industrial territories. To confirm the influence of the selected elements, examples of their implementation in the Sverdlovsk region and the city of Yekaterinburg have been provided. Discussion. The study focuses on the investigation of incoming tourist trips in relation to the territory of industrial territories, not excluding the interest of the local population in their use in public facilities. Industrial zones are becoming increasingly important for the development of domestic and inbound tourism, providing unique opportunities for studying the history, culture and technology of modern Russia. The processes of converting industrial territories into tourist and cultural sites can complement each other and require the participation of various stakeholders: local authorities, businesses, public organizations and residents themselves. The analytical conclusions can serve as a basis for the development of strategies and recommendations for the effective development of tourism infrastructure in the industrial regions of the country.
