Актуальность формирования социальной компетентности замещающих родителей в контексте теорий эффективного управления New Public Management и Good Governance. Замещающими родителями являются лица, принявшие на семейное воспитание детей, оставшихся без попечения родителей. Формы семейного устройства детей, оставшихся без попечения родителей включает в себя: усыновление, опеку и попечительство, приемную и патронатную семью. Об актуальности формирования социальной компетентности замещающих родителей говорит то, что, несмотря на некоторые действия со стороны государства, все равно сохраняется высокий процент вторичного сиротства. Материалы и методы. Для анализа механизмов формирования социальной компетентности замещающих родителей в Российской Федерации были взяты нормативно-правовые акты Российской Федерации в сфере социальной политики, которые регулируют передачу детей сирот и детей, оставшихся без попечения родителей, в замещающие семьи и оказание социальных услуг замещающим родителям. Результаты. Анализ механизмов формирования социальной компетентности замещающих родителей в отношении замещающих семей осуществляется Российской Федерации на основании принципов обеих концепций государственного управления: New Public Management и Good Governance, таких как: децентрализация управления, клиентоцентричность, эффективность государственного управления, прозрачность и открытость деятельности государственных служащих, верховенство закона. Эффективность сложившейся системы отражается в результативности Концепции государственной семейной политики Российской Федерации до 2025 года: процент вторичного сиротства снизился, количество отказов от новорожденных уменьшилось, доля детей-сирот стала меньше. Проект, направленный на сохранение детей в кровных семьях, реализуется в некоторых регионах. Обсуждение. Сходство переходного периода между двумя государственно-административными парадигмами в Российской Федерации и других странах. На данный момент недостаточно исследований, посвященных социальной компетентности замещающих родителей, поэтому в статье обоснована необходимость междисциплинарных исследований социальной компетентности замещающих родителей для совершенствования механизмов формирования изучаемого феномена. Особенно необходимо проведение региональных исследований, которые послужат основой для принятия необходимых управленческих решений, способствующих повышению уровня социальной компетентности замещающих родителей через улучшение действия механизмов формирования социальной компетентности.</p></abstract><trans-abstract xml:lang="en"><p>Introduction. The relevance of the formation of social competence of foster parents in the context of the theories of effective management New Public Management and Good Governance. Foster parents are persons who have taken children left without parental care into family upbringing. The forms of family placement of children left without parental care include: adoption, guardianship and trusteeship, foster and patronage families. The relevance of the formation of social competence of foster parents is evidenced by the fact that, despite some actions on the part of the state, the high percentage of secondary orphanhood still persists. Materials and methods. For the analysis of the mechanisms of formation of social competence of foster parents in the Russian Federation, regulatory legal acts of the Russian Federation in the field of social policy were taken, which regulate the transfer of orphans and children left without parental care to foster families and the provision of social services to foster parents. Results. The analysis of the mechanisms of formation of social competence of foster parents in relation to foster families is carried out by the Russian Federation on the basis of the principles of both concepts of public administration: New Public Management and Good Governance, such as: decentralization of management, customer-centricity, efficiency of public administration, transparency and openness of the activities of civil servants, the rule of law. The effectiveness of the existing system is reflected in the results of the Concept of State Family Policy of the Russian Federation until 2025: the percentage of secondary orphanhood has decreased, the number of abandoned newborns has decreased, and the proportion of orphaned children has become smaller. The project aimed at keeping children in their own families is now being implemented in some regions. Discussion. The similarity of the transition period between the two state-administrative paradigms in the Russian Federation and other countries. At the moment, there is an insufficient research volume devoted to the social competence of foster parents, therefore the article outlines the need for interdisciplinary research on the social competence of foster parents to improve the mechanisms for the formation of the phenomenon under study.
