IMPROVING THE EFFICIENCY OF PUBLIC LEGAL ENTITIES PROPERTY MANAGEMENT AT THE LOCAL LEVEL: STATUS, EXAMPLES, SUGGESTIONS

Relevance and goals. The changes that have been made in recent yearsto key regulatory legal acts of the country, along with the need to fulfill the national development goals established by the President of the Russian Federation in May 2024, emphasize the issues of additional impulses for the growth of territories and regions. One of these impulses, the potential existing on the territory of the municipality, is property that does not participate in economic turnover. A special place here is occupied by unused property of public legal entities: abandoned, emergency, unused non-residential facilities. The involvement of subordinate property by public legal entities, which is not properly used, is the primary managerial task of public management at all levels of government. Direct management decisions in this area are an additional and possibly operational impetus for the development of the public and real sectors of the economy, increasing the comfort of human life on the territory of the municipality. Thus, it is relevant and timely to consider issues of improving the efficiency of property management of public legal entities.
Materials and methods. Using logical, complex analysis together with synthesis and inductive research methods, proposals for improving the efficiency of public property management are formulated and substantiated. In preparing the proposals, data from departmental reports of the Federal Property Management Agency, the Ministry of Construction and Housing and Communal Services of Russia, JSC Dom were used. The Russian Federation", public authorities of the subjects of the Russian Federation exercising powers to manage state property, local governments, expert data from relevant committees and working groups of representative bodies of state power of Russia, etc.
Results. As a result, the article considers and argumentatively sets out proposals to improve the efficiency of the work of federal and regional state authorities, local governments in the territory by coordinating management decisions at all levels of government, using tools to attract extra-budgetary sources of financing for the restoration of socially significant facilities, based on the needs of the territory.
Conclusions. The proposed solutions allow us to take into account the existing public needs in the municipality, the region in such sectors of the economy as education, consumer services, culture, sports, giving new impetus to the realization of these needs.
