MUNICIPAL DISTRICTS (COUNTIES) AVANT-GARDE DEVELOPMENT ASSESSMENT IN THE KRASNOYARSK TERRITORY

Abstract

Introduction. The article presents a study aimed at assessing the level of avant-garde development of municipal districts (counties) in the Krasnoyarsk Territory. By «vanguardism» in relation to the development of municipal territories, the author means the ability of local governments to ensure breakthrough performance, positive progressive dynamics of the values of planned socio-economic indicators of the development of municipalities in their activities. The scientific novelty of the study is the results of the analysis obtained through the application of the author's methodology in relation to the actually achieved values of indicators for the development of territories of municipal districts (counties) of the Krasnoyarsk Territory for the period 2015–2024 for the «vanguard development», characterizing the «advancement», accelerated (progressive, advanced) achievement by local governments of the necessary values of socio-economic indicators of development territories. The purpose of the study is to assess (quantify) the degree of avant-garde development of socio-economic systems – municipal districts (counties) of the Krasnoyarsk Territory by analyzing the actually achieved values of the territory's development indicators.

Materials and methods. The analytical basis of the study was the values (statistical data for the period 2015–2024), selected by the author according to the degree of priority from objectively significant, depending on the efforts of local governments, twenty-five indicators of socio-economic development of municipal districts (counties) of the Krasnoyarsk Territory, being currently part of it. The indicators for assessing the effectiveness of local government bodies from the following subsystems have been analyzed: budget security, innovation activity, road and transport infrastructure, housing and communal services (including the level of consumption of electric and thermal energy, hot and cold water), the population and its structure, the infrastructure of the education sector, small and medium-sized businesses, land fund, monetary income of employees of organizations and institutions. The methodological basis was a universal methodology previously developed by the author on the basis of mathematical methods for determining the progressiveness of the development of municipalities in the region. In this study, the algorithm of the universal methodology previously developed by the author has been implemented on the basis of the actually achieved values of indicators of socio-economic development of municipal districts (districts) of the Krasnoyarsk Territory for the period 2015–2024.

Results and conclusions. The use of the previously developed universal author's methodology for determining the progressiveness of the development of municipalities in the region made it possible to obtain the calculated data: the values of the majority (39 out of 44) municipalities are characterized by a backward level of development that is not included in the scale of avant-garde development. Only five municipalities (Yemelyanovsky, Severo-Yenisei, Taimyr, Turukhansky and Evenki) have a moderate degree of avant-garde development. A significant, high degree and absolute level of avant-garde development are not currently observed in any of the 44 municipalities of the Krasnoyarsk Territory.

Discussion. The «vanguard of development», which is identical to the «progressivity of development» in relation to socio-economic systems – municipalities of the Krasnoyarsk Territory, implies an assessment of the level of potential of local governments for a «breakthrough», the degree of «advancement», accelerated achievement by local governments of the necessary values of socio-economic indicators for the development of the territory, ensuring a decent standard of living for the population, and is closely related to indicators for evaluating the effectiveness of local government. Indicators of the avant-garde values of socio-economic development indicators for the same municipalities of the Krasnoyarsk Territory have taken on different values: from close to zero for some indicators to maximum for other indicators. For individual municipalities, according to a number of indicators, the indicators of avant-garde values assumed the maximum possible values. The results obtained can be used by local self-government bodies, interested state bodies of the Krasnoyarsk Territory in developing a strategy for the socio-economic development of territorial entities, and a concept for the spatial development of territories. The universality of the author's methodology provides the potential for its application in relation to any region of Russia to assess the degree of avant-garde development of municipalities located on its territory. The author's methodology has limitations in its application. Thus, one of the factors that reduce the reliability of the results obtained during the analysis is the lack of necessary statistical data on the indicators of the development of municipal territories for one or more years. In this case, the author considers it reasonable to use interpolation to fill in the missing intermediate values of the indicators. Also, in a situation of a large spread (high level of variability) of values within the framework of the considered indicators, the calculated values obtained have low reliability. If there is a significant difference between the maximum value and the remaining values within the development indicators, the values of the avant-garde indicators will decrease significantly. However, if there is an insignificant difference between the maximum value and the remaining values within the development indicators, the values of the avant-garde indicators will increase significantly, which also does not ensure reliable coefficients. To solve this problem and for the convenience of calculations at subsequent stages, the author suggests limiting the upper limit for the value of avant-garde indicators to 10. The universal author's methodology may be improved in the future. Possible prerequisites for improving the algorithm of its application in the analysis may be ideas to eliminate its current shortcomings in the processing of statistical data with a high level of variability in the values of indicators, in particular, a significant proximity (or significant distance) of the values of indicators in relation to the maximum value within the considered indicators in order to obtain reliably interpretable coefficients.
