Abstract

Introduction. During the years of Soviet power, our country was dominated by a centralized form of government and an economic and technological paradigm dominated, in which objective economic and social indicators of environmental development were the basis for planning and accounting for its results. As the political and economic system in the country changed, a new anthropocentric approach began to be adopted, shifting the focus of planning away from economic and technical indicators towards the individual, his interests and needs. The relevance of the work lies in the need to assess the degree of implementation of the anthropocentric approach in the practice of strategic management. The purpose of the work is to analyze the frequency of using the anthropocentric approach in the strategies of socio-economic development of municipalities of the Sverdlovsk region, to identify the concepts used that reveal the content of the anthropocentric approach, as well as the criteria based on which the dynamics and results of its implementation are bei taken into account.

Materials and methods. The methodological basis of the research is the work of domestic and foreign authors who reveal the essence and content of the anthropocentric approach to settlement management. The empirical basis consists of 15 strategies of municipalities, the Development Strategy of the Sverdlovsk region and other official documents.

Results and conclusions. It has been established that the anthropocentric approach dominates the development strategies of municipalities with a slight advantage, which is an undoubted step forward in scientific management. «Quality of life» and «human potential» are used as clarifying concepts. However, an analysis of the assessment criteria showed that in practice, the anthropocentric approach was ultimately reduced to the traditional typical environmental one, focusing not on the subjective, but on the objective side of the quality of life.

Discussion. The use of the anthropocentric approach in management practice needs further theoretical and operational development. The regulatory documents of strategic planning need to be supplemented with subjective indicators that reveal the real participation of the population in management and their perception of the changes being carried out.
