Abstract

The book under review compares favorably with many works devoted to regulatory policy. It was written by an author who has a high level of theoretical training and, at the same time, practical experience in implementing “smart regulation” tools in the rule-making process. The text of the book is designed for an advanced reader who understands the issues of regulatory, personnel policy, and the specifics of civil service. The purpose of the review was to “open” the book for the Russian reader, to interest specialists in studying such extensive material on the implementation of regulatory reform. The features of the impact assessment of regulatory initiatives in Japan, the USA, the UK described in the book will allow readers to formulate their own conclusions about the effectiveness of this tool and possible measures to improve it. The book under review is based on Professor Nakaizumi's professional experience gained during the implementation of regulatory reform in Japan and Pakistan, the assessment of the effectiveness of the reform, and in-depth interviews with representatives of regulatory bodies in the USA, the UK and OECD member countries since 2000. The recommendations presented in the book can be applied for the implementation of "smart" regulation instruments at the national and subnational levels and further improvement of regulatory reform in Russia.
