Review
Every author deserves to receive enough attention for himself and his work. Therefore, we use a multi-stage system for reviewing submitted materials.
Initial assessment.
The submitted manuscripts are subject to an initial assessment by the editor-in-chief (for compliance with the mission and objectives of the journal, the relevance of the topic under study) and a technical specialist (for compliance with the structure and design of the article with the requirements of the journal, an anti-plagiarism check is carried out). If the manuscripts are deemed suitable for further review, they will be submitted by independent, anonymous peer reviewers. The period of initial review of the manuscript is 10-14 days from the moment of registration of the material.
The review stage.
All manuscripts admitted to the second stage undergo a double-blind review process (the reviewer does not receive information about the authors of the manuscript, the authors of the manuscript do not receive information about the reviewers). All articles submitted to the editorial office are reviewed by at least two independent experts who have scientific weight on the relevant topic. If the opinions of the two reviewers differ significantly, a third expert is involved in the evaluation of the article. The review stage can take from 30 to 60 days. The editorial board of the journal sends the authors of the submitted materials copies of the reviews or a reasoned refusal.
As a result of the review, one of four possible solutions is adopted:
- Publish the material;
- Publish after revision;
- Send an additional review to a specialist;
- Reject the manuscript.
To conduct an editorial review, the authors may be asked for interim (raw) data relevant to the manuscript. Authors should be prepared to provide free access to such information in accordance with the ALPSP-STM Statementon Data and Databases, if feasible. In any case, authors should be prepared to retain such data for a reasonable time after publication.
Revision of the article.
Based on the results of the review, the author should finalize the article in accordance with the comments of the reviewers within 30 days. It is recommended to highlight corrections in color in the text. The author may also submit a cover letter specifying the responses to the reviewer's comments. If the editorial board does not receive the corrected text of the article within the prescribed time, the material is sent to the archive.
Making decisions about publication.
The decision to publish an article is made by the editor-in-chief, guided by the opinion of reviewers and members of the editorial board, in accordance with the order and subject of the issue. At the request of the author, the editorial board can provide a certificate of acceptance of the article for publication.
Based on the decision, an e-mail is sent to the authors on behalf of the editorial board. The letter gives an overall assessment of the article. If the article can be published after revision, taking into account comments, recommendations for revision are given, if the article is not accepted for publication, the reasons for such a decision are indicated.
The editorial board has the right not to accept the author's material for publication in the following cases:
- Authors non-compliance with the rules of the manuscript design;
- Identification of plagiarism elements;
- Inconsistencies of the material with the subject of the scientific journal;
- The presence of a negative reviewer's assessment of the author's material received;
- The presence of a restrictive neck.
If the article is not recommended for publication and the author does not agree with the editor's decision, he has the right to submit an application to the editorial board of the journal with a request for a second review by another expert (in this case, the article is transferred to the print schedule of the next issue of the journal). The author can exercise this right only once.
Borrowing and plagiarism
The editorial board of the journal "Municipality: Economics and Management", when reviewing an article, can verify the material using the Antiplagiat system. English-language manuscripts are additionally checked in the plagiarism verification program "iThenticate". In case of detection of numerous borrowings, the editorial board acts in accordance with the COPE rules.
