NATIONAL PROJECTS IN THE SOCIAL SPHERE: IMPLEMENTATION EFFICIENCY, REGIONAL RISKS, DIGITAL TECHNOLOGIES APPLICATION

Abstract

ABSTRACT

Introduction. The relevance of the study is determined by the need for further development of national projects – a tool that has proven its effectiveness as an alternative to the program-targeted approach laid down in the state programs, with almost complete duplication in terms of individual projects. The purpose of the study is to consider the history of the formation, tasks and results of the implementation of national projects in the social sphere (in Russia on the whole and in the definite regions); the risks of their implementation, the possibilities of increasing efficiency through the use of digital tools.

Materials and methods. The research methods include standard general scientific (analysis, synthesis, formalization, deduction and induction, comparison and description), economic and statistical methods. The research base includes data from the official portal on national projects, government websites, passports of national projects, the legislative base in this area, studies by other authors on the implementation of national projects in specific regions and their results.

Results and conclusions. The results of the study demonstrate the absence of a clear distinction between state programs and national projects, a unified methodology for assessing the implementation of national projects at the regional level, a digital system for openly informing the public about the results of project implementation in the regions, an adequate level of communication with the population as the main stakeholders, and taking into account implementation risks in project passports. Digital methods of marketing social programs at the national and regional levels are insufficiently applied (current and prospective tools are presented). The results obtained can be applied by the federal and regional authorities in terms of new national projects in the social sphere that came into force in 2025, as well as for research purposes.

Discussion. National projects as a method of strategic management of the economy and social sphere evolve over time, maintaining the goals of social development within the framework of the key agenda of the authorities. Integration of state programs and national projects at the regional and federal levels is currently underway. The issues of creating a unified methodology for assessing the effectiveness of the implementation of national projects in the social sphere, raised by many scientists, are also recognized by the authorities – corresponding indicators have been created in the statistical information system. Each subsequent set of national projects becomes more elaborate in terms of structure, financing mechanisms and emerging risks.
