AGRICULTURAL MACHINERY DIGITAL SERVITIZATION IN MUNICIPAL LAND USE MANAGEMENT

Introduction. Currently, many municipalities are characterized by low efficiency in the use of agricultural land. Digital servitization of agricultural machinery, which provides a range of digital remote monitoring and management services, can be used as a tool to improve the efficiency of municipal land use, but its potential in this area remains undiscovered. The purpose of the article is to theoretically substantiate the possibilities of digital servitization of agricultural machinery in ensuring the quality of municipal land use management. The scientific novelty of the research lies in the presentation of digital easement as an economic and managerial tool capable of influencing the institutional environment at the municipal level.
Materials and methods. The theoretical basis of the research is based on the synthesis of the basic principles of the concepts of sustainable development, "Agriculture 4.0" and digital servitization. The empirical basis for the study was made up of data from Rosstat, Rosselkhoznadzor bodied, the Ministry of Agriculture of Russia, as well as research results by Russian and foreign scientists.
Results and conclusions. The problems of inefficient use of municipal lands have been systematized and grouped into three categories: institutional and managerial, logistical and technological. Technological isolation of small farms has been identified as the main systemic problem. The author has developed a conceptual model of the mechanism of influence of digital easement on municipal land use. The data source in this model is agricultural machinery equipped with advanced digital solutions. The effects have been identified and the risks associated with the implementation of digital easement projects have been analyzed. The results of the study can be used to improve territorial planning systems at the municipal level and adjust programs to support digital development in the agro-industrial sector.
Discussion. Technological modernization of the agro-industrial complex can become the basis for institutional changes in municipal government, allowing to reduce information asymmetry in the field of land control. The introduction of digital easement in agricultural machinery makes it possible to radically change approaches to municipal land use management, shifting the focus from reactive management to proactive, data-based management. The municipal authorities of rural settlements should develop measures aimed at stimulating farmers' interaction with large producers of agricultural machinery, for example, by providing tax incentives or preferential lease terms for farms that use digital services and provide data to the municipal land monitoring system.
